Write down the temperature inside your apartment each time it's cold, with the date and time. A log like this is useful evidence for HPD and in Housing Court. Print it and keep it by a window.
Legal minimums, Oct 1 to May 31: 68°F from 6am to 10pm when it's below 55°F outside; 62°F from 10pm to 6am. Hot water 120°F all year.
